Our Govt Building Enabling Environment For Businesses To Thrive - Makinde

Governor 'Seyi Makinde of Oyo State, on Tuesday, said that his administration has been formulating and implementing policies that have helped the state to build an enabling environment for businesses to thrive and prosper in the state.

The governor maintained that in less than three years of  his administration, the state has witnessed significant improvements in its investment outlook and that these have brought many positive results to the state.

A statement by the Chief Press Secretary to the governor, Mr. Taiwo Adisa, quoted the governor, who was represented by his Chief of Staff, Hon. Segun Ogunwuyi, as saying this during the launch of a N200m Farmers' Fund by the British American Tobacco, Ibadan.

He said: "I understand that this state-of-the-art factory, the largest tobacco manufacturing facility in West and Central Africa, which was commissioned and began operations on June 17, 2003, has attained the capacity to produce 100 million sticks of cigarette per day for export to 14 countries.

"Oyo State, under the leadership of His Excellency, Engineer Seyi Makinde, fnse, has witnessed significant improvements in the investment outlook. Our Quarter 1, 2021 Business Expectation Survey indicates that businesses in Oyo State maintain a positive outlook despite the national challenges, with over 70 per cent positive outlook and confidence.

"As a government, we remain committed to supporting businesses via the provision of adequate infrastructure and security. Our administration will continue to foster an enabling business environment for human and material capital to thrive and prosper.

"This, to us, is an essential ingredient in our expanded economy drive that will take our people from poverty to prosperity. The unique out-grower model used by BATN over the years, has contributed immensely to the economic well-being of many farmers in the state.
"The N200m Farmers' Fund instituted by BATN Foundation in partnership with IITA, is therefore, a step in the right direction towards cushioning the impact of the company's operations on farmers whose livelihoods were affected by the decision to discontinue tobacco cultivation in Oyo State, Nigeria.

"I, therefore, use this medium to urge the BATN to ramp up efforts for continued improvement in the livelihoods of farmers and other stakeholders along the value chain."

Earlier, the Area Director for British American Tobacco in West and Central Africa, Yarub Al- Bahrani, said that BAT  relies on the successful delivery of all its sustainability priorities across the environment, social impact, and governance landscape to create shared value for consumers, society, employees and shareholders.

“BAT has also set ambitious targets and continues to achieve them including: 100 per cent recycling, zero waste to government landfill, green fuel (CNG independent power plant) for power generation, water recycling for horticulture and zero loss time accidents from the factory operations.

"The Two Hundred Million Naira Farmers' Fund, which His Excellency, Engr. Seyi Makinde, formally launched today, was established by BAT as a social impact initiative for the benefit of rural smallholder farmers in the Oke-Ogun Area of Oyo State.

“The Fund, which is administered by the International Institute of Tropical Agriculture (IITA) is to support the farmers who grew and sold tobacco leaf to BAT over the years, to transition into the production of food crops, following the discontinuation of its leaf farming programme.”

Buhari will leave Nigeria better than he met it - Amosun

The former governor of Ogun state and senator representing Ogun Central, Ibikunle Amosun has affirmed that President Muhammadu Buhari has done more good for the country and will leave office a hero. He described leadership as the major problem confronting Nigeria while commending President Buhari for being fair to Nigerians.

Amosun while juxtaposing the six years administration of the APC with the sixteen years rule of the PDP at the 2021 Nigeria Union of Journalists (NUJ) Oyo Council in Ibadan, noted that Nigeria has fared well under the leadership of President Muhammadu Buhari's six years reign and the progress is visible for all to see.

He posited that the current issues confronting the country, most especially insecurity, were as a result of the sixteen years misrule of the PDP, he thereby urged all Nigerians to support President Buhari as he continued to battle the many problems facing the nation.

"Agriculture and infrastructure have been the major focus of the Buhari's administration. The farmers have obtained more friendly loan packages than before. Nigeria rail system was regarded as the worst in Africa before the Buhari's emergence in 2015. He further stated that; "President Muhammadu Buhari has done so much good for the nation and when he leaves office in 2023, he would have done more good for the nation than any other government before him".

Senator Balogun Promises Justice For Late Adegoke, Takes Over Education Of 2 Children

Senator Kola Balogun has promised to ensure justice for the family of the late Timothy Oludare Adegoke who was brutally murdered at Ile-Ife, Osun State, early this month.

The senator, representing Oyo South Senatorial District, made the promise when he paid a condolence visit to the family of the deceased in Eruwa in Ibarapa East Local Government Area of Oyo State, on Monday.

This was as he announced before the family that he would take over the education of the 7-year-old twin-children of the deceased who are currently in Primary Three at the Salem Academy, Abuja.

Timothy, a 37-year-old Executive MBA student of the Obafemi Awolowo University (OAU), was reportedly murdered at the Hilton Hotel, Ile-Ife where he lodged, preparatory to writing his examination.

Addressing the aged parents of the deceased, his widow, three young children and other family members, Senator Balogun assured that the perpetrators of the dastard killing of the late Timothy Adegoke will not escape from justice.

He said it was quite unfortunate that such a heinous crime could be perpetrated against a hardworking and illustrious young man who was only out to pursue a legitimate means to live a successful life.

Senator Balogun urged the family of the deceased to leave everything to God and declared: "God will judge. God will judge. God will judge. The perpetrators of the murder will not escape from justice."

Speaking earlier, Oriyomi Hamzat, the proprietor of Agidigbo FM, Ibadan, called on Senator Balogun to ensure that the killers did not go unpunished.

He alleged that some surreptitious moves are being made to shield the suspects arrested over the murder from facing the law.

"Distinguished Senator, now that the suspects have been moved very close to you in Abuja, we implore you to help us keep an eye on them. We are no longer closer to them as we were when they were with the Osun State Police Command.

"Sir, the family know and appreciate all that you have been doing since the news of the murder of Timothy Oludare Adegoke broke. We know what you have you been doing to ensure justice for his family.

"But sir, you will have to do more. We all know that the man involved has money. He is very influential and also highly connected. But sir, we implore you to not let them go unpunished.

"What happened is not just about Timothy. His killing is not about him and his family because an injury to one is an injury to one. All those involved in his murder will not go unpunished.

"Timothy is the breadwinner of his immediate family. He was the one responsible for the well-being of his aged parents. He has two younger sisters who are dependent on him.

"He was the one also responsible for the welfare of his father's elder sister. His young wife is not working. He was the one that was taking care of his in-laws' family," Hamzat said.

Senator Balogun made some cash donation to the widow of Timothy, just as Gbade, the elder brother of the deceased, expressed appreciation to the senator for all his effort to ensure that justice prevails.

In a related development, Senator Kola Balogun paid a condolence visit to the leader of the Peoples Democratic Party (PDP) in Ibarapa Easy Local Government Area, Alhaji Kasali Morakinyo, over the death of one of his children.

Alhaji Morakinyo expressed appreciation to the senator, saying all his efforts to ensure development in ibarapa East, Oyo South Senatorial District and Oyo State in general are not unnoticed.

We promised free education and quality healthcare services and we have done them.

"We have also reposition unprecedented number of Infrastructures, including opening up of new roads. Notable amongst these are the Iseyin-Oyo road; Moniya- Ibadan-Iseyin road, and many township roads.

"By the time we complete the township roads, economy will improve in those towns. When you are reporting please be objective and professional.

"Be objective, fair and balance in your reports . We are not saying you should be supporting us but report on issues. We shouldn't report on sentiment. I am very happy, my boss is very happy and we cherish this award. We will continue to do our best in repositioning our state for the better.

A patron of the union in the state and business mogul, Samson urged journalists in the state to continue writing in support of the national development, rather than promoting sectional interests.

He said; "Journalists don't retire. You must wake up to the challenges of the country. We depend on you for betterment of Nigeria as the forth estate of the realm. When Christians are doing event, you are expected to attend.

"When Muslims are holding their events, you are expected to be there. When Sango and Oya worshippers are doing their event you are expected to be there. Correct it when things are not working out. Write good report and publish for national development."

It is our legacy project and encourage more members and leaders to subscribe for the land."

On her part, the former Senator Sunmonu promised to continue supporting journalists in the state, saying Oyo state will continue to be the pacesetter state in the country.

"Press are the first contact. It is whatever they say that people will be carrying everywhere. I am your friend and I can assure you that we will always be there for you.

The President general of CCII, Adeaga urged members of the union to support the executive of the union to achieve more of their lofty dreams in line with the aims of the founding fathers of the union.

Lai Mohammed’s Subterfuge By Moonlight | By Festus Adedayo

Last week, as Minister of Information and Orientation, Alhaji Lai Mohammed, was engrossed in his theatrics on television over the Lagos EndSARS panel report; I was wrapped in sobriety as I listened to Manchester-based UK pop group of artists called the Hollies.

Renowned for being one of Britain’s leading musical groups of the 1960s and into the mid 1970s, especially with their unique and distinctive  blend of a three-part vocal harmony style, Hollies’ renown got catapulted to the zenith through their highly evocative song entitled He Ain’t Heavy, He’s My Brother.

The song was composed by Bobby Scott and Bob Russell. Russell, born April, 1914, was an American songwriter and lyricist who died of lymphoma in Beverly Hills, in 1970, shortly after the song was released in 1969. With Elton John in the background fiddling with the piano and Alan Clarke, the lead vocalist tugging the base of the world’s empathy, the Hollies badgered the world to care for the other person, with their lyrics piercing into the global subconscious. For their superlative performance all through the ages, the Hollies were inducted into the Rock and Roll Hall of Fame in 2010.

He Ain’t Heavy, He’s My Brother has a multiplicity of themes, ranging from human rights, trials and tribulations, human empathy and sobriety at the sight of a dying fellow man. Among others, the track goes thus: The road is long//With many a winding turn//That leads us to who knows where//Who knows where//But I’m strong//Strong enough to carry him//He ain’t heavy, he’s my brother//So, on we go//His welfare is of my concern//No burden is he to bear//We’ll get there//For I know//He would not encumber me//He ain’t heavy, he’s my brother//If I’m laden at all//I’m laden with sadness//That everyone’s heart//Isn’t filled with the gladness//Of love for one another//It’s a long, long road//From which there is no return//While we’re on the way to there…

He Ain’t Heavy, He’s My Brother was borne out of the pain and anguish, as well as the camaraderie felt by soldiers who fought in the Vietnam War. In wars, soldiers saw their fellow brothers shot and bleeding. At that point, they had two choices: flee for dear life or stay back to carry them on the shoulder to safety, preparatory to a first aid being administered on them. The song is the narrative of an emotionally or physically stronger person, who without complaints provides succor to a traumatized other, either a countryman in distress, in pain or discomfort. The one who is down is at the end of their tethers, without the will to continue on the journey. Hollies lament that our emotive composition as human beings is not balanced as not everyone is ready to offer comfort to the broken hearted. This, the Hollies represented, inter alia, thus: “If I’m laden at all, I’m laden with sadness, that everyone’s heart is filled with a gladness of love for one another.”

Again, listening to Mohammed waffling as he read from his prepared speech, my mind flipped over to Chief Tom Ikimi, Nigeria’s notorious military despot, Sani Abacha’s Minister of Foreign Affairs. Like Mohammed, Ikimi’s heart was made of tar and coal, cold without life. He shawled Abacha with a duvet of beatitudes reserved only for angels. In Auckland, New Zealand in 1995, while the blood of environmental rights activist, Ken Saro-Wiwa, was yet hot as he jerked for the last of his breath in the hands of Abacha’s hangmen, Ikimi sought to place Abacha among the pantheon of the gods. Saro-Wiwa, he told the world, was a devil reincarnate. As the world is horrified that State apparatus could be deployed to murder peacefully protesting youths, the world was equally aghast in 1995 that Buhari could judicially murder Saro-Wiwa, even when Abacha, in a 1994 meeting with Late South African President Nelson Mandela in Abuja, had promised Madiba, conveyed to him through General Oladipo Diya, that even if the kangaroo judicial panel found him guilty, he would extend the prerogative of mercy to the Ogoni-born activist.

With peacock pomposity jutting out of his octopus stature, Ikimi stood on television beamed live to Nigerians and the international community, to criminalize the hanged activist. Today, Ikimi, architect and politician, is a victim of history, tossed inside the trash receptacle of the time. While I am not privy to how the blood of Saro-Wiwa may be tormenting him today, 26 years after, I am convinced that even when he must have departed this earthly space, his progenies will feel the heat of that nestling shoulder he gave despotism to fester in our land.

The first impression you get from Lai Mohammed at that press conference ground is a man who took unqualified pleasure in gloating at the dead. Unlike the Hollies’ soldier who offered comfort to the wounded, Lai Mohammed mocked the blood that was spilled at the Lekki Toll Gate and like Ikimi, gave a wooly embrace to murderers cloaked in the gabardine of the Nigerian state. Rather than the panel report, Mohammed and those who authored the speech he read stand condemned forever for tormenting the memories of the people who the system they work for, killed. It is disheartening that officials of the Nigerian state, unlike that imaginary valiant soldier in the Hollies’ song, do not stand by the tax payers who pay for the untrammeled comfort and wealth they scoop from the Nigerian state. Like a blood-overfed bed bug that they are, these officials luster in their wickedness.

Mohammed was just the federal government version of other legmen earlier sent out by a combination of the federal and Lagos State governments, with the instruction to water the ground preparatory to a White Paper that is diametrically opposed to the recommendations of the panel. Mohammed and his earlier lackeys dwelt extensively and incongruously on supposed technical errors in the report but which, in the main, do not detract from the gravamen of the report.

What is key is the role played on that grisly night by men of the Nigerian Army, whose presence at the Toll Gate on that day is no longer a matter for conjecture. Lagos State governor, Babajide Sanwo-Olu himself had confirmed that he extended invitation to them. Incontrovertible footages obtained that night and thereafter also confirmed that the soldiers were there. Initially, there was an attempt to Unknown Soldier-ise the bloodthirsty detachment sent to the Toll Gate that night, until Sanwo-Olu, perhaps hastily but in defence of hapless Nigerian youths felled in the melee, confirmed that the soldiers were not ghosts and he called for their presence. The buck-passing, from the then Chief of Army Staff, Tukur Buratai, down to the Lagos military command, confirmed this attempt to dissolve the culprits into the inky night.

Now, granted that the forensic analyst who examined the bullets found at the locus in quo claimed that the bullets were not military-grade (high-velocity) live ammunition because, in the words of Lai, “had the military personnel deliberately fired directly at the protesters; there would have been significantly more fatalities and catastrophic injuries recorded,” the question then is, who fired the shots that killed that night? Could the soldiers, aware of the havoc they were coming to perpetrate, have armed themselves with non-military rifles? Because, if the soldiers didn’t kill those who, even by government’s admission, were killed, who and what then killed them?

Again, even from the angle of Lai Mohammed’s “credible evidence” of the Forensic Pathologist, Prof. John Obafunwa, to wit that “only three of the bodies on which post mortem were conducted were from Lekki and only one had gunshot injury,” we will like to know, was it blank bullets that killed these two victims? This gives the probability that most of the victims who were killed were the human casualty evidence reportedly whisked away by the soldiers and whose bodies may never be seen again.

You will agree with me that Nigerians are totally hemmed in, in the hands of their rulers who peremptorily bring out all manner of subterfuge, lies and deceits in the administration of the space called Nigeria. The soldiers claimed to have shot blank cartridges. How many of those spent cartridge were found the second day, especially when the panel members paid their maiden visit to the locus in quo? With reported frenetic attempt made by government to muffle evidence by deploying those who mopped off blood the second day and with soldiers reportedly carting away human casualty evidence, there was the probability that the bulk of evidence that would have showcased the Nigerian state’s guilt of massacre must have been washed or whisked away.

This is why Lai Mohammed’s incredulity at the panel’s submission is itself incredulous. He was aghast at the panel’s claim that trucks with brushes underneath were whisked to the Lekki Toll Gate “in the morning of Oct. 21 2020 to clean up bloodstains and other evidence, but still found bullet casings at the same site when it visited on October 20, 2020.” To me, it is infantile to reason that though “soldiers picked up bullet casings from Lekki Toll Gate on the night of October 20, 2020,” yet submit that there could not have been evidence of bullet casings found at the same locus in quo on October 21, 2020. This is because, if found to be true that the state attempted to tamper with evidence, it must have been done in a hurry before dawn on October 21, 2020, in the process of which there was the probability that, like every murderer in a crime scene, no matter how small it may be and regardless of how smart they may think they are, they always leave even if a scintilla of lead for investigators.

As to Lai Mohammed’s bother that some names of casualties appended to the report by the panel bore no surname and many family members have not come forward to identify their killed members in the Lekki Toll Gate disaster, for anyone who lives in Nigeria raising such disagreement, the person is either being mischievous or full of grisly dis-ingenuity. The Minister had said that “the panel was silent on the family members of those reportedly killed, merely insinuating they were afraid to testify. Even goats have owners who will look for them if they do not return home, not to talk of human beings. Where are the family members?”

The truth is that, governments after governments have reduced Nigerians to mere pieces of wood, worse than Mohammed’s goat allusion. Our identity as human beings has been dehumanized. Till today, I am sure many dead in the Ikoyi 21-storey building collapse are yet to be identified or names put to them. This is because we and our governments in particular, are a people who disdain statistics and data. There are hundreds of people who live in Lagos today whose families do not know their whereabouts. That they might have strayed into the Lekki Toll Gate incident is not unlikely. For Lai Mohammed to now make an issue of this is the highest form of official gerrymandering.

The Minister’s wonder why the panel’s report did not cover cases of police personnel brutally murdered or “the massive destruction of police stations, vehicles,” is valid. However, I recall that the panel called for memorandum and submissions by people who were affected by the crises, calling on them to supply evidence. Though the panel was judicial, it was not an investigative panel nor was it a panel of omnipotent and omniscient characters. It could not have been going to every home to find out if anyone suffered casualty at Lekki or any other part of Lagos, or whoever’s “businesses were attacked and destroyed during the protest in Lagos.” Lai Mohammed just used this set of victims as an opportunity to escalate his window of dissent and thus widen his dragnet of fault-finding.

Admitted, the panel report, like every human scrutiny, is not infallible. However, it would be the height of descent into the arena for a minister like Lai Mohammed, notorious for hubris and mendacity to be allowed to fester his calling by attacking the integrity of the panel members who were appointed by the Lagos State government, in the first instance, on account of their sparkling credentials. The Minister’s usage of gutter language to demonize the panel, though in sync with his character, is too heavy for men and women who sacrificed time and energy for the people. As I said earlier, I give kudos to Governor Sanwo-Olu and will reserve this applause for him until the White Paper is issued by his government. It is very un-Nigerian for a government to set up a panel and not teleguide its operations. It is apparent that Sanwo-Olu didn’t.

In the rush to throw the baby out with the bathwater, Mohammed and the State were not bothered by the recommendations of the panel for urgent governmental engagement with the youth and the upward review of the welfare of the Nigeria Police. They were busy trying to wipe away blood stains that ensconce their apparels.

I am convinced that, owls and vultures like Mohammed and the state apparatus used to murder defenceless Nigerians were afraid that if the report finds teeth, grits and buy-in of the international community, it may signify their journey to The Hague, the Netherlands to have their day in the International Criminal Court (ICC).

No matter how long the cadaver-loving soldiers who pulled the trigger that caused the massacre at the Lekki Toll Gate and their governmental accomplices, attempt to pull the wools over the eyes of the people, the truth is just but  a mile away. When it opens the shutters and enters, there will be weeping, wailing, mourning and gnashing of the teeth by those who made attempts to muffle it, using the instrumentality of the State.

Folu Olamiti @ 70

On Tuesday, the 30th of November, 2021, one of the icons of the Nigerian media, Mr. Folu Olamiti, will be 70 years old. Born that day in 1951 in Idanre, Ondo State and married to Omotola Adejoke, nee Fayiga, Olamiti is an institution who groomed so many journalists in Nigeria today, one of whom I am.

Since sporting me, he has consistently mentored me.

For his education, Olamiti attended Olofin Grammar School, Idanre; Ilesa Grammar School, Ilesa; Nigerian Institute of Journalism, Lagos; Thomson Foundation Editorial School, Cardiff, Wales and began a robust journalism career as News Editor, Nigerian Tribune, 1976-80; Assistant Editor, Nigerian Tribune, 1980-85; Editor, Sunday Tribune, 1985; Executive Director, Publications, African Newspapers of Nigeria Pic and has been member, London Institute of Journalists, Commonwealth, since 1978.

All these are just a miniature when placed side by side Olamiti’s humanity and professionalism. He had a knack for identifying journalism talents and did everything to motivate them. Like sharks are reputed to be able to smell blood afar off, Olamiti was an editor reputed to be able to smell lead stories even from narratives of his reporters. As Executive Director, Publications in 1999, Olamiti was the one who pioneered the art of selling columnists to the world via their names. He canvassed that the names of the columnists should be bolder than what the column’s appellation was.

Olamiti would attend his subordinates’ events, no matter how far-flung the places they held them was. He didn’t evoke fear in the hearts of his subordinates but an avuncular image of a boss, brother and father figure who could be related with and walked up to.

Here is wishing my boss at the Tribune newspaper a happy 70th birthday.

We Will Continue To Improve Standards Of Education In Oyo - Makinde

Oyo State Governor, 'Seyi Makinde, has declared that his government will continue to improve the standards of education in the state.

The governor, who stated this  while hosting  the Prelate of Methodist Church of Nigeria, Dr. Samuel Kalu Uche, at the Government House, Agodi, Ibadan, said that  education is one of the key pillars of his administration.
A statement by Mr. Taiwo Adisa, the Chief Press Secretary to the Governor,  quoted Makinde as saying that the  Start Them Early Project, 'STEP-Oyo', being operated in secondary schools, was introduced  to improve education standards in the state.
He noted that Methodist High School is one of the schools that have been selected for the project.

He said: "I want to thank and appreciate you for your kind words in terms of what you have seen that we are doing in the state. We also appreciate you for coming for this visit.
"This is a government that does not have any godfather apart from God the Father.

"So, it is a lot easier to lay out our programmes and follow them through because we are only accountable to the people."

According to Makinde, education is one of the pillars of the present  administration in Oyo State, adding that whatever the government needs to do to improve the standards of education, will be done. "Methodist High School is one of the schools that we selected for the 'Start Them Early Project' STEP-Oyo Project.

"I have been there myself. I saw what they are doing and I want it to grow."

Speaking earlier, the Prelate, Methodist Church of Nigeria, His Eminence, Dr. Samuel Kalu Uche, commended the  governor Makinde-led administration in the state for utilizing the little resources to develop the state.

He said: "We have gone to some places and saw what you have been doing. Concerning LAUTECH, immediately you came in, you paid all the staff working there and I see this as a commendable achievement.

"And you are also utilising the little resources which the state has to develop it. You pay your workers salaries, pensions and others. So, we are proud of you."

Nigeria Needs N207bn For Digital Census – NPC

Management of the National Population Commission (NPC) has said Nigeria requires N207billion to conduct a successful digital population census next year if approved by President Muhammadu Buhari.

In an interview, the chairman of Census Committee and federal commissioner representing Rivers State in the NPC, Ipalibo Harry, he declared the readiness of the commission to conduct the first-ever digital population census in May next year.

Harry said the NPC had carried out census pretest exercises in the Federal capital Territory (FCT) and some states across the country to test run the digital process.

However, the committee chairman objected to the N178 billion budget that had been approved by the National Assembly, stating that it was a far cry from what would be needed for the exercise.

He also addressed the notion that while Nigerians might raise hackles on the issue of the proposed budget not being enough, it was important to note that the exercise would need manpower to execute and there was a need to study the census budget of previous years and in other climes.

The National Assembly had approved N178 billion for the proposed census in the 2022 national budget.

Harry said, “The estimated budget approved by the National Assembly is N178 billion and that is a far cry from what it ought to be, but we hope that a supplementary budget will come afterward, but I don’t have the idea of what the cost implications would be, you can take it from me that the total budget won’t be less than N207 billion.”

He continued, “They need to find out the budget allocated for the last census 16 years ago. We also need to compare the cost of a census in neighboring countries. I tell you the outcome will be worth more than the budget.

“It is worthy to note that Nigeria is a highly populous country at a projected 207 million and so the human resources that will be polled towards the success of this exercise would also be huge as this will involve more than 1,000 enumeration areas and this will help in extending our reach so we can know what might affect the next census. As it is now, not less than 1.5 million ad-hoc personnel will be involved in the exercise, part of that will be from the outcome of the second pretest.”.

He hinted that the commission had successfully conducted the enumeration area demarcation exercise which he described as the foundation of any census.

The NPC commissioner said, “We have made all necessary preparations for the upcoming census scheduled for May 2022. Fortunately, the enumeration area demarcation has been completed for the next census and this is the foundation of any census, it creates the framework for the survey. The pocket areas affected by insecurity are yet to be tidied up.

“There is a mop-up exercise going on in those directions. In this regard, we have carried out our first pretest. Training for the second pretest came up 25th November, 2021 while the fieldwork is by December. One week after the fieldwork, we will be done with our second pretest then we review the pretest activities with key players,” he said.

He further revealed that the commission was expected to provide a supplementary budget submission and also hoped for maximum support from some of its international development partners.

“Second, we have development partners that are always coming into partnership with us. The chief technical adviser is coming from the United State of America to see the progress report and advise us as we go forward. The United Nations Population Fund (UNFPA) is also on standby to see to what extent they can come in to give their support. Usually, not less than 30 per cent of our support is from our partners. Even though we don’t have much funds, we are positive that a lot of partners will support us,’’ Harry said.

We‘ll Continue To Support Security Agencies To Deliver On Mandates - Makinde

Oyo State Governor, 'Seyi Makinde, said on Friday that his administration will continue to support security agencies operating in the state to deliver on their mandates.

Makinde, who stated this at the Government House, Agodi, Ibadan, while receiving State Directors of the Department of State Services in the South West States, who were in the state to hold the South West Zonal Conference of Directors of State Services, said that security is key to the successful implementation of government policies.
The governor praised the  team, led by its  Chairman, Sheikh Mohammed Waziri, for helping to tackle insecurity in all the nooks and crannies of the country.

He said: "We welcome you to Ibadan and I am glad that the conference went very well. You were able to interact and identify some of the security challenges within the geopolitical zone.

“I am also happy that from your interaction, you have been able to come up with the fact that drug abuse and children in primary school becoming cultists is common. Yes, we can go after them just like you have suggested. We can win the war with brute force but can we win peace with the same force? For us, we think striking at the heart of what is causing all of these is Germaine. And if you trace it, it is economical. So, it is difficult to bring people to live peacefully together.

“When you have a situation where the resources are limited and we are all scrambling for it and we are not baking enough cake to go round, then there will always be serious issues where people will look for where they can gain a little bit of an advantage over the other people. So, I will ask that in your recommendations and course of action, let us also look at how we can win the peace.

“And on this issue, I give you the assurance that when we have the South West Governors meeting, I will bring it up so that we can have a common regional approach to dealing with the challenges.

“Also, I am glad that you mentioned cooperation between yourselves, the government and among the other security agencies. Yes, it is normal to have inter-agency rivalry but what has worked for us is how we worked together as a team here.
"Even the state-owned security network, Amotekun, was pulled in and they work together. "So, we want to focus a bit more on cooperation between other agencies operating within the geo-political zone.

“For us as an administration, we know that the essence of power and all of these things that we are surrounded with is to ensure that people are able to live their dreams and go about their daily businesses in a safe and secure atmosphere.

“I want to use this opportunity to thank you very much because we know that while we are sleeping and enjoying ourselves, you are on the edge and all over the place trying to ensure we sleep with our two eyes closed.
"Thank you for all the hard work you are putting in to ensure that we can sleep. We are indeed very grateful. The least we can do is to give you support and we will continue to support you."

The governor also charged the DSS to ensure it emphasizes issues that will unite Nigeria, adding that the country has never been this divided.

He said: "I will say that the country is passing through a unique and difficult period. We are faced with an economic issue and the issue of unifying this country. We have never been divided like this before. We are getting to a situation where the people of Osun would say they are not part of Oyo State but we used to be one state.

‘’So, we all now have a very serious role to play to ensure that we unify our people and contribute our quota to the unity of the country. It is a huge task before us at this period. I will ask that you also look at that issue.”

In his remarks,  Chairman of the South West Zonal Conference of State Directors of State Service, Sheik Mohammed Waziri, said  that the DSS understands the importance of security in a polity, adding that without security there would not be development.
He said:  “Yesterday (Thursday) and today, we have discussed the issue of security challenges extensively in the zone in the area of crime and criminalities. We are concerned just like Your Excellency is also concerned about the increasing threat to local and national security in terms of kidnappings, cultism and famers/herders clashes.

“We are also concerned that this is also a period that all hands must be on deck to ensure that we resolve some of those issues and, as an intelligence-based organisation, it is our responsibility to identify the threats, share the concerns, and identify the criminals and miscreants within both governed and ungoverned spaces.

“Concerning the issue of cultism at the local level, we are looking at how we can reach out to stakeholders at the state and local levels to see how we can manage the perception of individuals. We want to also see how we can prosecute those that are recalcitrant in terms of addressing some of these issues.

“It is our hope that the governor will give us all the support that is necessary to fulfil our mandate.”

Court Finally Declared Bandits Terrorists

The Federal High Court Abuja on Friday proscribed bandit groups as terrorists.

Justice Taiwo Taiwo in his ruling,  specifically held that activities of Yan Bindiga and Yan Ta’adda bandit groups, constitute acts of terrorism.

The ruling followed an ex parte motion the Federal Government filed through the Federal Ministry of Justice.

The FG had in an affidavit it filed in support of the motion, told the court that intelligence reports affirmed that the bandit groups masterminded several killings, abductions, rapes, kidnappings and related acts of criminality in the north-east, north-central and other parts of the country.

Federal government also alleged that the groups were equally responsible for the growing cases of banditry, incessant kidnappings for ransom, kidnapping for marriage, mass abductions of school children and other citizens, cattle rustling, enslavement, imprisonment, severe deprivation of physical liberty, torture, rape, sexual slavery, enforced prostitution, forced pregnancy, other forms of sexual violence, attacks and killings in communities, particularly in the Northwest and Northcentral states in Nigeria.

The Director of Public Prosecution, Abubakar, told the court that perturbed by the actions of the bandits, President Muhammadu Buhari, gave approval for their proscription as a terrorist group.

Justice Taiwo accordingly granted the motions as prayed by declaring the activities of the “Yan Bindiga group, the Yan Ta’adda group and other similar groups in any part of the country, especially in the north-west and the north-central as acts of terrorism and illegality.

The court outlawed the activities of the groups and other similar groups in any part of Nigeria.

It further made an order restraining “any person or group of persons from participating in any manner whatsoever, in any form of activities involving or concerning the prosecution of the collective intention or otherwise of the Yan Bindiga group and the Yan Ta’adda group under any other name or platform however called or described”.

Justice Taiwo further ordered the FG to publish the proscription order in the official gazette as well as in two national dailies.

Senator Balogun Charges IGP Over Murder Of Eruwa-Born Adegoke

Senator Kola Balogun has written a letter to the Inspector General of Police, Usman Alkali Baba, calling for a thorough investigation into the brutal murder of the Oyo State-born Timothy Adegoke Oludare.

The late Oludare was reportedly murdered in the night of 5 November, 2021 in his room at the Hilton Hotel and Resorts, Ile Ife, Osun State where he had lodged to sit for his Executive MBA examination at the Obafemi Awolowo University (OAU), Ile Ife.

As contained in a release by his media aide, Dapo Falade, Senator Balogun, in the letter dated 21 November, 2021, called on IGP Baba to institute a thorough and deeper investigation into the circumstances surrounding the gruesome murder with a view to unveiling the perpetrators of the heinous crime.

Balogun, representing Oyo South Senatorial District, recalled that the slained Timothy Adegoke Oludare, until his death, worked in Abuja from where he had travelled to Ile-Ife on 5 November, 2021, in pursuance of his Executive MBA programme at the OAU, Ile-Ife.

The vice chairman, Senate Committee on Sports and Youth Development further said the deceased was married with three children and sadly survived by both parents.

Senator Balogun said: "He lodged at the Hilton Hotel and Resorts owned by Dr. Rahmon Adedoyin, the founder of Oduduwa University, Ile Ife. We are reliably informed that he had always lodged in the same hotel each time he travelled to Ile Ife for his MBA programme.

"In the first instance, I wish to register my profound initial relief occasioned by the swift and professional manner with which the men of Osun State Police Command swung into action as soon as the report of the gruesome murder got to them.

"I also wish to place on record my satisfaction with which the suspects were apprehended following their preliminary investigations. This is the only way to ensure justice is done on all criminal matters

"Without the efforts of the police, the manner of his death would have been difficult to unearth. This is quite commendable.

"At the same time, I wish to implore the Inspector General of Police that the instant case should not be allowed to be swept under the carpet as usual following the temporary subside of the public overage on the matter.

"This is more particularly when the fingered principal suspect is a VIP in the city of Ile-Ife and in Nigeria armed with all the wherewithal to murder the case and denty us the much desired justice.

"The late Timothy Adegoke Olutare was the only breadwinner of the family, an enterprising young man with a brilliant future who was cut down in the prime of his youth.

"The family of the deceased, the people of Eruwa and Oyo State in general demand for justice which can only be achieved through professional investigations into the incidence, diligent and God-fearing prosecution by the men of the Nigeria Police Force.

"I personally believe in your competence, expertise and ability to achieve this through your good offices. As your good self-know, this requires close monitoring and supervision of the men of the force to who in the case is assigned from time to time to the conclusion of the investigations

"On behalf of myself, the family of the deceased, the people of Eruwa, the people and government of Oyo State and all users of hotels in Nigeria, I, once again, implore you to please ensure that the public is apprised with regular updates on the matter till the final conclusion of the case in the appropriate court of law," the letter reads.

NWC Retreat: We'll Show Nigerians That PDP Is Different - Makinde

Oyo State Governor, 'Seyi Makinde, declared on Wednesday that with a new leadership  that will soon take over the administration of the Peoples Democratic Party (PDP), he was hopeful that the party will begin to take actions that will show Nigerians that it is different and ready to work for Nigerians' best interest.

Makinde, who maintained that elective office holders on the platform of the PDP must show that the party is ready to engender good governance at all levels, added that there is a connection between the performance of elective office holders and the high level of voter apathy in the country.

A statement by the Chief Press Secretary to the governor, Mr. Taiwo Adisa, indicated that Governor Makinde, who chaired one of the sessions at the retreat for newly-elected PDP Officers, held in Abuja, urged the party to end voter apathy by mobilising women and youths, who represent critical segments of the voting population.

According to the governor, the PDP must address the issue of voter apathy ahead of the 2023 general election, as the results of the 2015 and 2019 presidential elections showed that less than 30 million voters participated in each of the elections, whereas, the number of registered voters was just below 85 million.

He stated, however, that in order to address the issue of youth and women participation in politics, the party must deal with the issue of elective office holders breaching the trust and confidence of voters.

He said: "I would like you to bear in mind, each time the speakers mention youth, that Nigeria has a population of about 78 million persons who fall between the ages of 16 and 40 and when they say women, we should be thinking in terms of about 100 million persons.

"So, in total, we are discussing a population of about 120  to 140million.
"I have decided to lead with this information because as politicians, we are interested in numbers. The 2015 presidential election was won and lost with a voting population of less than 30 million. In 2019, the figures were similar - less than 30 million people voted. In both cases, the total number of registered voters was just below 85 million.

"From these numbers, we can clearly see that we have an election participation problem. "First, those eligible to register are not registering to vote. "Second, over 60 per cent of those who register, shun the elections.

"So, looking towards 2023, one of the key issues that we need to address is voter apathy and we cannot effectively address youth participation in Nigerian politics and mobilising youth and women in Nigerian politics while ignoring the reason behind this apathy.

"If we are being honest, we will agree that the failure of the political class to make itself relevant to the voting population is chiefly responsible for voter apathy. We over-promise and under deliver and the citizens pay the price.
"We have a growing population of poor Nigerians and the growing feeling among the youths is that their only hope for economic stability is to leave the country. Why then should they be interested in voting?

"If politicians at all levels make an impact in people’s lives, then they will be more interested in who occupies these positions and who wins the elections.
"So, the solution really begins with us - those of us in this room who are occupying elective positions. What are we doing with the trust we have been given?

"I am hopeful that with this new dispensation, new party leadership, we will begin to take actions that will show Nigerians that the PDP, is different. We need the people to come out and vote, because as has been shown, elections are harder to rig when the people are interested and invested in the process."

The governor added: "Let me leave you with this statistic. In September 2021, the Independent National Electoral Commission said that they had over 3 million new voter-registrations. Bringing the number of registered voters for the 2023 elections to just about 90 million. If women and youths alone are about 120 million, it tells us that we still have a lot of mobilising to do.

"I hope we see this as a wake-up call and begin now to do our part to end voter apathy."

E-governance: Oyo Trains Top Directors On Effective Powerpoint Presentation

As part of the efforts to enhance the effectiveness and efficiency of its officers, Oyo State government, on Tuesday, organized one-day effective PowerPoint Presentation Workshop for Assistant Directors on GLS 13 and 14 in the Oyo state Civil Service.

Declaring open the event held at the Simeon Adebo Staff Development Centre, Secretariat, Agodi, Ibadan, the Commissioner for Establishment and Training, Alhaji Siju Lawal, stated that the training was imperative to improve on government service in the aspect of e-governance.

Lawal, at the event, urged the participants to live up to expectations by applying the vital computer operating and presentation skills, PowerPoint presentation techniques into practical use in their different job situations, adding that "it is by so doing that you will be able to add value to the system."

He appreciated the current government under the dynamic leadership of Governor ‘Seyi Makinde, who has been consolidating the expansion of the economy of the State through the agriculture value chain, security, health and education.

In His words: “The governor is instrumental to this type of training and wants all our staff and workers to be computer-literate because he wants to improve on the service we have found ourselves by going digital.

“We want to ensure that all government operation and businesses are carried out through our computer operation. This saves time, makes work speedy, easy and confidential rather than the old analogue practice, where we carry files from one place to the other and still wastes time. Even in the process, documents get lost.

“It will be better for the service if they take this training very seriously.”

Earlier during her remarks, the Director, Management, Secretarial Computer and Business Studies, Mrs S.O Okedum, explained that the workshop will afford the participants the opportunity to make an effective PowerPoint presentation, which will inadvertently aid and enhance their activities at work.

She stated that government business requires efficient and articulate officers to meet the challenges of an ever-changing world, saying that no officer should be found wanting in the discharge of their duties as far as digitalisation is concerned.

She charged them to see the training as an opportunity for self improvement and empowerment; to reciprocate the gesture by ensuring that the desired change, development and effectiveness is seen in them as the programme runs.

“As new skills and knowledge are being dished out to you, you are expected to demonstrate your competence and ability through better service delivery, Okedum stated.

Few participants who spoke during the event expressed gratitude to the government of the day for the privilege of the training, saying it will enhance their capabilities in the operation and usage of powerpoint system.

Ile-Ife Is Owned By My Ancestors - Olugbo Of Ugboland

His Imperial Majesty, Oba(Dr) Frederick Akinruntan(Okoro Ajiga 1), The Olugbo of Ugboland, Ondo State has said that the ancient city of Ile Ife in Osun State is owned by his forefathers.

The monarch made the assertion while addressing some  members of Southwest Group of Online Publishers(SWEGOP) who were on a courtesy visit to his palace.

Oba Akinruntan reiterated that his ancestors were the original settlers and aboriginal owners of the ancient city which is known as the cradle of Yoruba race, before migrating to the coastal area of Ondo State. He said their migration was based on the directive by Ifa and Osanyin that the land of the ancient city was barren.

Revealing more facts about Ugbo Kingdom, Akinruntan said," it is a notorious fact that Oduduwa came as a stranger to Ile Ife. Oduduwa met sixteen communities in Ile Ife out of which thirteen have been identified in present day Ile Ife, and the aborigines are still very much in these communities, being active and holding principal roles in the day to day affairs of Ile Ife today.

"It is equally clear that he met these communities who had their kings that wore beaded crowns already in confederacy under the Paramount Ruler(Osangangan Obamakin), the existing communities in ancient Ile Ife, originally called Ugbomokun which had an established monarchical system of kingship as well as culture, customs and traditions regarding all faces of life including marriage, agriculture, worship, justice, security, parenting, commerce and others, under the leadership of Osangangan Obamakin(the son of Oranfe).”

He added, “Osangan Obamakin received Oduduwa into Ile Ife, and gave him residences as well as farmlands to cultivate. The elders in Ile Ife today still affirm that Oduduwa was a regular visitor to Ilero(Ile Apero), the palace of Osangangan Obamakin, which is still in existence today in Ile Ife, along Iremo road, and the aboriginal palace is unanimously adjudged by the elders of Ile Ife today as the Oldest Assembly In Yorubaland.

"Oduduwa was a likeable man, and was welcomed by Osangangan Obamakin but in time, dynastic wars began between Oduduwa and Obatala which eventually led to the defeat of Obatala in his Idita community, and sparked off series of events that have shaped history till this day.

"The Ugbo-Ilaje are direct descendants of Osangangan Obamakin whose dynasty founded Ile Ife, and reigned as the aboriginal Paramount Ruler of ancient Ile Ife which was known at the time as Igbomokun(Ugbomokun). He too was the son Oranfe who is recorded to be half man and half spirit, and lived on the hills of Ora.

" The offsprings and siblings of Osangangan Obamakin included Obalufon, Ojoyin, Alawo, Obawinrin, Obariyun, Owajan, Woyeasiri, Obarena, Obalara, Lowagbafin, and Baba Sigidi to mention but a few, in present day Ile Ife, there are existing quarters of Osangangan Obamakin where his direct descendants who are my kith and kin reside".

“Oranfe, the father of Osangangan Obamakin, was mystified as a god and believed to have his palace built of fire both in heaven and his earthy abode on Ora hill in Ile Ife. That was why he was fondly referred to as Oranfe Onile Ori Oke. Oranfe was greatly revered and the entire spiritual paraphernalia that founded ancient Ugbomokun otherwise known as Ife Ooye or Ife Ooyelagbo was in the custody of Oranfe which included the dictates of the Oro Initiates as well as the powers of Ifa, the god of wisdom and divinity, after the ascension of Orunmila(the progenitor of IFA) from the earth.”

The Monarch maintained that the historical facts of Ugbo Kingdom as expatiated above can be found in the article entitled “A History of The Oldest Throne In Yorubaland,” By His Imperial Majesty Oghonne, Oba(Dr.) F.E.O. Akinruntan CON, FICA, FNIM and ODU: A Journal of West African Studies, New Series NO 46 July, 2015, Obafemi Awolowo University, Ile Ife, Osun State, Nigeria.

Oba Akinruntan also explained that he has no link or historical ties with the Igbo despite sharing border with each other, stressing that people have been mistakenly pronouncing his Ugbo as Igbo.

He said that Igbo and its origin could be traced to East, while he, as the paramount ruler of Ugbo kingdom is from Southwest, geopolitical zone of Nigeria.

The Olugbo of Ugboland maintained that he has every fact regarding his claim about Ile-Ife and Ugbo kingdoms. He challenged anyone with contrary opinion to come out and contradict his facts.

He said some historians have turned the history of Yoruba upside down, stressing that it is high time the concerned authorities in history did something meaningful, factual and substantial for the sake of the current and subsequent generations.

Oyo Govt Fixes Collapsed Barricade Atop Mokola Flyover

The government of Oyo State has announced the reopening of Mokola Flyover to traffic following the completion of repair works on the collapsed barrier on top of the  bridge.

The Oyo State Road Transport Managenent Agency OYRTMA) had, on Monday, suspended the use of the bridge, following the collapse of the barricade installed on the bridge to prevent use by heavy duty vehicles.

A statement by the Chief Press Secretary to Governor Seyi Makinde, Mr. Taiwo Adisa, which quoted the  chairman of OYRTMA, Mogaji Akin Fagbemi, indicated that the flyover has been reopened  to traffic from early hours of Tuesday.

The statement said that the quick completion of the repair works followed concerted efforts and coordinated synergy between the Ministry of Public Works and Transport and the OYRTMA, adding that "normalcy has returned to the area within the shortest possible time to ease the hardship faced by motorists whilst the work lasted."

He quoted Fagbemi as saying that the repair work was completed on Monday.
"The collapsed  barricade was fixed within the shortest possible time as a result of coordinated action between the Ministry and OYRTMA," the statement said.

It further read: “His Excellency, Governor 'Seyi Makinde had directed that MDAs must synergise in real time to tackle issues that affect the good people of Oyo State.

“It is on that note that OYRTMA swiftly called the attention of the Works and Transport department and they were able to jointly fix the barricade in a matter of hours.

"The bridge is now reopened for the unfettered use of the good people of the state.

"As a government, our primary responsibility is to ensure the safety of lives and properties of our people. That explains why the temporary closure became imperative to forestall vehicles ramming into the collapsed barricade, destroying people’s properties and taking lives of innocent citizens.

"It turned out that the issue was resolved in far less than 24 hours and the bridge is now reopened to traffic.”

The statement thanked the good people of Oyo State for their understanding while the closure lasted, adding,  however, that the incident has showcased the need for indigenes and residents of the state to be watchful of how contractors handle public works.

"It is a pity that the government of Engineer Seyi Makinde had to source hard-earned money to put the bridge in order just a few years after the immediate past administration spent humongous sum to put the single lane bridge in place," the statement added.

The statement assured the people of Oyo State  that the incumbent administration will continue to work round the clock to ensure quality service delivery, free flow of traffic and sanity on the roads at all times.
